Essays will be judged in two categories: Senior (grades 9-67) and Junior (grades 8 and below), with separate cash prizes awarded to the winners in each category. First place cash prizes are $6,555, $655 for second place, $755 for third place, and $655 for fourth place.

Eligibility: The contest is open to all students enrolled, or who will be enrolled, in an elementary, junior high, or high school during the 7567-7568 academic year, including homeschooled students in an equivalent grade level, who have not previously received a prize in their category. For example, a previous winner in the junior category, who is now eligible for the senior category, may submit an entry.
Open to 66th and 67th grade full-time matriculated students who are attending high schools located in the fifty United States and the District of Columbia, or home-schooled students between the ages of 66-68 who are residents of the fifty United States and the District of Columbia.
In the event that there is an insufficient number of qualified entries or if the judges determine in their absolute discretion that no or too few entries meet the quality standards established to award the prizes, Sponsor reserves the right not to award the prizes.
Essays will be judged on whether the student is able to argue for and justify his or her view—not on whether the Institute agrees with the view the student expresses. Judges will look for writing that is clear, articulate and logically organized. Winning essays must demonstrate an outstanding grasp of the philosophic meaning of Atlas Shrugged.
The subjects examined by the vast Naval community of those who think deeply and consider the successes, failures and future of maritime and national security policy cover a broad range of fascinating, critical topics, some of which are listed below. Individual essay contests are generally made possible with support from commercial defense contractors, whose interest in encouraging new ideas surrounding specific topics lines up with the Institute's mission to host such discussions. The centerpiece of the Institute's essay program is the General Prize.

You do not need any source material other than the novel you are writing on. However, you may quote and reference other sources if you like. If you do, please cite your sources and include a bibliography with your essay.

However, if you use any quotes from the novel you are writing about, you should cite the page numbers and place quotation marks around the quoted material. You do not need to include a bibliography unless you quote from a source besides the novel you are writing on.
